Job Summary
The Child and Family Agency was established on 1st January 2014 and is responsible for a range of statutory functions including provision of child protection, alternative care, specified regulatory services and a range of family support services. The Agency has commenced a major improvement programme with significant focus on Practice, Culture and Structure.
The Agency currently has responsibility for a budget of circa €1.2billion and delivers its
services through over 5,500 people in 259 locations across the Country.
The Child and Family Agency has responsibility for the following range of services:
- Child Protection and Welfare
- Parenting, Family Support and Early Help Services
- Alternative Care
- Birth Information & Tracing and Adoption
- Tusla Education Support Services (TESS)
- Children’s Service Regulation
- Counselling and Therapeutic Supports

Job Objectives
Main Duties and Responsibilities
Administration and Project Support
- To deliver project, administrative and clerical functions to support the National Home Visiting Programme.
- Work with National Programme Manager and Data Quality Officer on the development of work plans to promote and achieve the six objectives of the National Home Visiting Programme, with review and updating of trackers.
- Coordinate and lead activities assigned by line manager, including drafting of project task plans and follow up activities.
- Support the governance and advisory structures and working groups of the National Home Visiting Programme, including organizing meetings, draft agendas and documentation packs, production of minutes and maintenance of tracker for actions.
- Collaborate and network with internal and external stakeholders at local, regional and national levels in project activities
- Support participatory activities by the National Home Visiting Programme with parents and families as part of programme development and evaluation
- Support financial administration including requests for funding and draw down administration .
- Maintain online platforms for the National Home Visiting Programme, including dedicated email, Padlet, and website.
- Report writing including newsletters, annual reports, and internal update reports.
- Support local, regional and national in person and online events, with attendance at these events representing the National Home Visiting Programme.
- Organise and co-ordinate training and practice development for Home Visitors in conjunction with national PPFS and external stakeholders
- Support the development of policy and best practice.
- Work alongside others in the National PPFS team, including attendance at meetings and support to other activities as required.
- Maintain own knowledge of relevant procedures, practices and legislation to perform the role effectively and to ensure standards are met.
- Use appropriate technology to ensure work completed to a high standard
- Ensure that archives and records are accurate and readily available.
- Maintain confidentiality of documentation, records etc
- Ensure consistent adherence to procedures within area of responsibility
- Ensure that service-users are treated with dignity and respect.
- Production of documentation and reports in a timely and accurate manner.
- Contributing to meeting the information needs of project teams / relevant personnel.
- Carry out any other tasks as directed by the Line Manager
Human Resources
- To supervise, allocate and oversee the work of any assigned administrative staff.
- Pay close and accurate detail to own personal work.
- Co-operate and work in harmony with other teams and disciplines and stakeholders.
- Ensure line management is kept informed of all issues.
Education and Training
- To maintain continuous personal development and participate in team-based development, education, training and learning.
- To complete all mandatory training.
- Where appropriate, provide supervision and assist in the development of knowledge, skills of relevant staff under your supervision.
- To participate in performance evaluation / review, identifying areas for improvement and appropriate plans / measures to achieve them.
- To ensure policies and procedures exist for all areas.
Health & Safety
- Comply with and contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards.
- Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the service for example National Standards for Child Protection and Care and comply with associated Tusla – Child and Family Agency protocols for implementing and maintaining these standards as appropriate to the role.
- To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Skills Requirement
Applicants must by the closing date of application have the following:
Essential
- Candidates must be in employment within Tusla – Child and Family Agency, the HSE or within other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38/39 of the Health Act 2004 or within a body that provides services on behalf of Tusla under Section 56 or Section 59 of the Child and Family Act 2013.
And
- Have at least two years’ experience in a designated office within the Services
And
- Possess sufficient administrative capacity to discharge the functions of the grade/post.
Desirable
- Have experience collaborating with stakeholders, internally and externally, at local and regional level
- Have experience in effective facilitation of meetings E.g. Meitheal processes or meetings with multiple stakeholders
Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Character
Each candidate for and any person holding the office must be of good character.
