Job Summary
The Child and Family Agency was established on 1st January 2014 and is responsible for a range of statutory functions including provision of child protection, alternative care, specified regulatory services and a range of family support services. The Agency has commenced a major improvement programme with significant focus on Practice, Culture and Structure.
The Agency currently has responsibility for a budget of circa €1.2billion and delivers its services through over 5,500 people in 259 locations across the Country.
The Child and Family Agency has responsibility for the following range of services:
•Child Protection and Welfare
•Parenting, Family Support and Early Help Services
•Alternative Care
•Birth Information & Tracing and Adoption
•Tusla Education Support Services (TESS)
•Children’s Service Regulation
•Counselling and Therapeutic Supports

Job Objectives
Main Duties and Responsibilities:
Analysis, Evaluation and Reporting
•Complete weekly prepayment validation on PSWT, RCT and reverse charge VAT including processing corrections and refunds where applicable
•Analysis of blocked payments e.g. failed transactions, vendors with no tax clearance etc.
•Analyse existing expenditure to ensure value for money is being achieved
•Assist with responses to FOI requests and Parliamentary Questions
Operational Services & Support
•Provide tax advice to Purchase Order (PO) processors nationwide
•Work with the PO Unit on developing Standard Operating Procedures and encouraging processing efficiencies and standardisation
•Direct payment processing (uploads) including all Tusla Office of Legal Services payments
•Provide support to the Third-Party Vendor Management team including tax clearance checks on ROS for prospective vendors and directly liaising with HSE Master Data Unit
•Assist with the co-ordination of training for all SAP users
•Support the Reform Programme
•Provide expert and responsive financial advice and decision support to the Regions/Networks and Services (Senior Management Teams) to best facilitate, the planning, management and payment regarding delivery of services and effective application of financial transaction processes and systems.
•Contribute and support the ad hoc operational projects as and when they arise separate to mainstream services.
Service Improvement
•Support the quality assuring of the day-to-day management and control of financial processes.
•Contribute to the development and implementation of best practice models of financial management services.
•Actively taking a lead role, as required, on all systems development, implementation, and review initiatives.
Compliance and Assurance
- Support the development and implementation of best practice financial accounting and control policies, procedures and standards and support their application at National and Network Service level.
•Ensure compliance with all Financial Regulations
•Ongoing oversight of the services financial processing systems and routines.
•Support the monitoring of progress on the addressing of gaps identified across Services as part of the annual Controls Assurance process.
•Liaise with and facilitate the work of Tusla Internal Audit Office, the office of the Comptroller & Auditor General and Revenue Audits.
Health & Safety
•
Comply with and contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards.
•Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the service for example National Standards for Child Protection and Care and comply with associated Tusla – Child and Family Agency protocols for implementing and maintaining these standards as appropriate to the role.
•To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Skills Requirement
Applicants must by the closing date of application have the following:
•A minimum of 2 years’ Finance Management experience as relevant to the role.
•Direct knowledge and application of Tusla Financial Regulations as relevant to the role.
•Have a working knowledge of PSWT/RCT and VAT
•Have a working knowledge of SAP4Hana and SAP ECC6
•Have excellent IT skills including advanced Microsoft Excel skills.
•The requisite knowledge and ability for the proper discharge of the duties of the office.

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
