Job Summary
The Child and Family Agency was established on 1st January 2014 and is responsible for a range of statutory functions including provision of child protection, alternative care, specified regulatory services and a range of family support services. The Agency has commenced a major improvement programme with significant focus on Practice, Culture and Structure.
The Agency currently has responsibility for a budget of circa €1.2billion and delivers its services through over 5,500 people in 259 locations across the Country.
The Child and Family Agency has responsibility for the following range of services:
- Child Protection and Welfare
- Parenting, Family Support and Early Help Services
- Alternative Care
- Birth Information & Tracing and Adoption
- Tusla Education Support Services (TESS)
- Children’s Service Regulation
- Counselling and Therapeutic Supports

Purpose of Role
To deliver a cohort and cohesive administrative and clerical support to the Senior Management Team.
Job Objectives
Main Duties and Responsibilities:
Administration:
- Ensure the efficient day-to-day administration of area of responsibility.
- Assist in all aspects of the financial administration and provide support to the Senior Manager NPT
- Adhere to month end deadlines on a strict and timely basis by linking with areas finance representations to ensure that all accruals, prepayments, journals, etc. are accurately captured for reporting purposes on all business activities
- Collate and maintain up to date information on Agency staff ensuring approval is received from Area Managers for invoice processing
- Assist with the implementation of financial policies, procedures, guidelines and safe professional practice whilst adhering to relevant legislation, regulations and standards.
- Maintain own knowledge of relevant procedures, practices and legislation to perform the role effectively and to ensure standards are met by own team.
- Ensure the management and maintenance of all records in an orderly and secure manner.
- Support and assist in internal and C&AG audits
- Respond to email and telephone queries in a timely manner and provide advice on finance matters to areas representatives
- Ensure that records are accurate, maintain confidentiality and readily available to the appropriate authority
- Use appropriate technology and platforms such as SAP, IFMS and TCM to ensure work is completed to a high standard and engage in ICT developments as they apply to service administration.
- Support the preparation and issuing of office documentation (correspondence, reports etc) to the highest possible standard
- Maintain confidentiality.
- To plan and organise work of the department/section
- Meet the deadlines for time and attendance entry, specifically the weekly entry deadlines in a timely and effective manner
- To enhance internal and external service delivery by good communications
- Provide cross cover for other Time and Attendance Super-users in the region
- Work as part of a team and to ensure that all members are treated with dignity and respect.
- Carry out any duties as may be assigned by the Senior Manager NPT
Human Resources:
- Comply with and contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards.
- To supervise, allocate and oversee the work of assigned administrative staff
- Encourage and support staff through change processes
- Pay close and accurate detail to own personal work
Education and Training
- To maintain continuous personal development and participate in team based development, education, training and learning.
- To complete all mandatory training.
- Where appropriate, arrange for the induction and training for assigned staff, as required to maximise skill resources, (to include workplace experience placements where applicable).
- Where appropriate, provide supervision and assist in the development of knowledge, skills of relevant staff under your supervision.
- To participate in performance evaluation / review, identifying areas for improvement and appropriate plans / measures to achieve them.
- To ensure policies and procedures exist for all areas.
Health & Safety
- Comply with and contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards.
- Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the service for example National Standards for Child Protection and Care and comply with associated Tusla – Child and Family Agency protocols for implementing and maintaining these standards as appropriate to the role.
- To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Skills Requirement
Applicants must by the closing date of application have the following:
- Candidates must be in employment within Tusla – Child and Family Agency, the HSE or within other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38/39 of the Health Act 2004 or within a body that provides services on behalf of Tusla under Section 56 or Section 59 of the Child and Family Act 2013.
AND
- Have at least 2 years’ administrative experience relevant to the requirements of the role.
AND
- Possess sufficient administrative capacity to discharge the functions of the grade/post.
Desirable
- Knowledge of SAP Financials is desirable but not essential.
Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Character
Each candidate for and any person holding the office must be of good character.
